I think the only thing that will pump L1 tokens is if there are some token rewards allocated to stakers coming from projects that build on the network.
For example, by staking POL (Polygon) you earn KAT (Katana) and likely other tokens from projects they plan to incubate.
Ronin Network did this with PIXEL and it basically started the mini gaming bull run and ran the token to $4.00+.
Gas as the utlilty and staking rewards as the main feature is proving to be not enough.
